- In our previous report, we recommended that the Secretary of Defense direct the Army to defer the GBS' low-rate initial production until testing proved that it met performance requirements and a cost and operational effectiveness analysis (COEA) justified the GBS as the best alternative for meeting forward area air defense needs. The Department of Defense (DOD) concurred and directed the Army to take corrective actions. In addition, at the time of the review, the Army was reevaluating its forward area air defense needs in light of major changes in both the threat and the FAAD weapons it planned to procure. Responding to DOD concerns about program requirements, the Army said a Division Air Defense Study would address and revise those requirements, which are needed to form the basis for testing systems and supporting the COEA
