- "Perhaps the most difficult yet important task for the United Nations has been to develop methods of reviewing violations of human rights. Over the last several years the Economic and Social Council and the Commission on Human Rights have been developing procedures for reviewing and making recommendations concerning human rights violations in particular countries. Under these procedures the Commission and the Subcommission on Prevention of Discrimination and Protection of Minorities are authorized to utilize the communications on human rights sent by individuals and groups to the United Nations as well as any other relevant information for the purpose of deciding whether a situation reveals a consistent pattern of human rights violations"--Page 1
