- Since 1988, the Department of Defense (DOD) has been closing and realigning military installations. A major problem confronting DOD is the billions of dollars it will cost to clean up the hazardous waste contaminating these installations. Congress has been concerned that this environmental cleanup has significantly affected DOD's ability to transfer property to nonfederal users. Therefore, the former Chairman, Subcommittee on Environment, Energy and Natural Resources, Rouse Committee on Government Operations, and Representative George Milie: asked GAO to review the (1) cleanup costs, transferability, and reuse of property by nonfederal users and (2) progress, difficulties, and plans to address the problems
